NSDL PAN agent registration or UTI PSA?
Choose a PAN agency route with clear checks on portal access, fees and onboarding terms, including the wallet-based UTI PSA option through SiOnline.
You want to start filing PAN applications for customers at your shop. You search, and two names keep coming up: UTI and NSDL. Somebody tells you to “just take the NSDL one”, somebody else swears by UTI, and every offer you see has a different price.
Before you pay anyone, get clear on two things. Which organisation will actually process the application? And who is selling you the agent account? In this guide, “provider” means whoever sells you that account. Get the onboarding terms in writing, with the organisation and the portal named, before you talk about money.
What do UTIITSL and Protean mean?
PAN is Permanent Account Number. PSA is PAN Service Agent. UTIITSL is UTI Infrastructure Technology and Services Limited.
Its PAN portal notice names UTIITSL and Protean eGov Technologies Limited as the only two entities appointed by the Income Tax Department to receive and process PAN applications, as of 18 October 2026. Protean was formerly NSDL e-Governance Infrastructure Limited, according to Protean’s own FAQ. So if someone offers you an “NSDL PAN agency”, look for the full name, Protean, when you check it.
Protean’s PAN services page says it accepts applications through its network of TIN-FCs and PAN centres. That’s useful background, but it doesn’t tell you the joining terms for your counter. You’ll have to ask.
One more point, and it matters. SiOnline never issues a PAN. The processor handles the application, and the provider handles your agent account. Write both names side by side on any offer you consider, and ask which one you’d call about the account and which about an application.
Which PAN agency route fits what you want?
The table maps what you want to a next step. It doesn’t rank the two processors.
| Your requirement | Next step | Check before paying |
|---|---|---|
| You want the UTI route through SiOnline | Consider SiOnline’s wallet-based PSA option if you want to fund a wallet and use the SiOnline portal | Ask for the account terms in writing; UTI PSA registration costs ₹1,180 as of 18 October 2026 |
| You want a Protean / NSDL agency | Start with the Protean contact route below | Verify the programme, provider appointment and written terms |
| You want a coupon-based UTI arrangement | Don’t select the SiOnline option | SiOnline’s UTI PSA IDs are wallet-based only |
| You want direct UTI portal access | Don’t select the SiOnline option if direct access is a must | SiOnline agents have no direct UTI access |
Before you enquire, write your own list of must-haves next to the table. Which processor do you want? What portal access do you need? Are you fine with funding a wallet? A short list like that helps you say no early to an account that doesn’t fit.
Where do you ask about an NSDL (Protean) agency?
Protean’s online PAN application instructions list its PAN/TDS Call Centre at 020-27218080 as of 18 October 2026. That page calls it the PAN/TDS Call Centre and names no agency onboarding desk, so the first thing to ask is who deals with agency programme enquiries.
You can say something like this:
I want to accept PAN applications for customers at my shop. Which Protean agency programme should I enquire about? Please send the applicable eligibility, document and fee terms, and explain how I can verify whether my proposed provider is appointed for that programme.
If they send you to a different contact, check that contact with Protean before you share any identity documents. Don’t use SiOnline’s UTI registration price as an estimate for a Protean arrangement. They’re different programmes.
If someone sends you a link to an application page, ask a simple question: is this for my agency enrolment, or for a customer’s PAN application? Those are not the same thing. And leave any joining fee undecided until you know the programme and whether you’re eligible.
How do SiOnline’s wallet and login work?
SiOnline’s UTI PSA IDs are wallet-based only. You load a wallet, each PAN application is deducted from it, and there are no coupons. SiOnline’s UTI PSA agents log in to the SiOnline portal, which is connected to the UTI portal. They don’t get direct UTI access. For the sign-in page, use the SiOnline UTI PSA login guide.
Before you pick the account, ask for a demonstration. Use demonstration data, never a customer’s documents. During the demo, ask:
- Where would I start an application, and where would I check its progress?
- What would I see before I submit it?
- Where do I find the reference number I’d need when asking for help?
- How do I check the wallet entry for one application?
Then test support with a “what if”. Say an application record looks unclear and you can’t match it to a wallet entry. What reference should you keep, what should you send, and where do you send it? The answer tells you whether you understand the support process. It doesn’t prove that any particular screen, correction or refund exists.
And remember that a screenshot of a login page proves nothing about whether a provider is appointed.
What’s the difference between the registration fee and the PAN application fee?
They’re two separate payments, and they get mixed up often.
SiOnline’s PAN / UTI PSA agent registration costs ₹1,180 as of 18 October 2026. Use the UTI PSA registration fees page for that registration line only. Ask for the tax treatment in writing before you pay.
UTIITSL’s PAN portal lists ₹107 for a physical PAN card together with an e-PAN, and ₹72 for an e-PAN only, as of 18 October 2026. These are PAN application fees. They’re separate from SiOnline’s agent registration charge. Confirm the current fee on the official UTIITSL or Income Tax Department page before you quote it to anyone.
Protean’s instructions carry their own payment table for applicants. That table isn’t an agency registration quote, and it isn’t a wallet-deduction schedule either.
So put the joining payment and the money for applications on different lines. Don’t assume every rupee you pay becomes spendable wallet balance. This table is a set of questions to ask, not a list of charges that necessarily apply.
| Item to clarify | Answer to request |
|---|---|
| Agent registration | Amount payable, tax treatment and what the payment covers |
| Renewal or maintenance | Whether either applies, the amount and when it falls due |
| Wallet funding | How funding works and any conditions |
| Application charge | The charge for the application you intend to file |
| Unused balance | The account-closure and balance terms |
| Application that cannot proceed | How the record and associated payment would be handled |
If an answer is missing, leave the row open. Don’t write zero. If a quote lumps several items together, ask for them to be split. Before paying, keep the dated terms and the payee details together, and save the version you accepted.
How do you check an offer before sending documents?
Tell the provider plainly what you do: your business, where you work and the PAN service you want to add. Then ask for the eligibility criteria and document list for the programme on offer. This guide doesn’t have a Protean appointment checklist, and SiOnline’s UTI terms shouldn’t be read as Protean’s requirements.
Then run four checks, with the written offer on one side and the official PAN service page on the other.
- Name the route. Is the account for UTIITSL or for Protean applications? The answer should name both the processor and your provider. If it just says “PAN agency”, ask again.
- Check the appointment. Ask for proof of the provider’s role, and a way to confirm it with the organisation named. If you can’t verify it, stop and don’t pay yet.
- Match the requirements. Compare the eligibility terms with your counter and with the person who’ll hold the account. Sort out any mismatch before you send identity documents.
- Match the account to the quote. The portal, route, charges and support contact should all agree with the written offer. If anything differs, ask for corrected terms.
If a requirement is “settled later”, ask whether it could stop you from joining. If two written answers conflict, send both passages back together and ask which one applies.
Ask for the current turnaround too, and keep your opening date provisional until the account is sorted out.
Two situations need a pause. If you already have a PAN-related login, ask your existing provider about the terms of that account before you buy another, and don’t assume your login, balance or records will move across. If you’ve already paid and the account names a different route from the offer, keep the quote and receipt, and ask about cancellation terms before making another payment.
Compare two full offers, not two names
When you’re weighing routes, collect the same set of facts for each: the programme name, the provider, the processor, the agreement, the sign-in address, the payment terms and the support process. Then compare complete offers. A familiar name can’t fill in a missing agreement, and a low joining price doesn’t explain what happens when an application goes wrong later.
Give each unanswered question a consequence. If you don’t know which request types the account accepts, don’t advertise those services yet. If the wallet-deduction terms are missing, leave your working-capital estimate open. If you can’t verify the appointment with the named organisation, hold the payment.
You can also ask both providers the same practical question, using demonstration information: “I want to prepare a new PAN application for an Indian individual, show the applicant the final details, find the acknowledgement and match the related account charge. How do I do that under this programme?” Their answers, and how clear they are, will tell you a lot.
What will your counter actually handle?
Write down the work you plan to take on at opening: new applications, corrections, reprints or status enquiries. Ask the provider which of those the account supports. Don’t assume all four from the word “PAN”. For each case that is supported, ask for the preparation steps and where an unresolved question goes.
Then look at your own counter. When can you sit with an applicant to check a name or explain missing evidence without holding up another customer? Who will review a finished file, and who keeps the follow-up record? Those are your choices to make. Ask the provider separately about user permissions on the account.
If you’re considering both routes, keep their documents, references and funding records apart. Don’t assume a balance, a pending application or a support case can move from one organisation to the other.
How would you leave if it doesn’t work out?
Ask this while you’re comparing, not later. What happens to unused funds? To pending work? Can you get at old acknowledgements? Where do you go for support after closing? These are questions to answer, not promises that a refund or an export option exists. Keep the written reply with the agreement.
Say you’re replacing an earlier PAN arrangement. Start by listing unfinished work and any promises made to customers. Ask the previous provider for the state of each open item. Open the new account only on its own verified terms, and don’t tell customers that a new login will pick up their old cases. Decide who will follow up each older case before you change how your counter describes its service.
Finish with a short decision note: the route you chose, why it fits, the dated terms you accepted and what’s still open. If a must-have is unanswered, keep the choice provisional. That gives you a practical basis for deciding without claiming that either PAN processor is faster, cheaper or more profitable than the other.
Talk to SiOnline about the UTI route
If the wallet-based UTI route fits your counter, enquire about SiOnline UTI PSA registration and ask for the account terms before you decide.
