UTIITSL e-PAN or Instant e-PAN? A counter guide
Check when a customer can use Instant e-PAN and when to discuss a regular PAN application, with Aadhaar, DigiLocker and physical-card checks.
“I need a PAN card” is all you may hear at first. It could mean a first PAN, a lost card, a name that needs changing, or just a copy of one they already have. If you open a new application for someone who already holds a PAN, you’ve wasted their time and maybe their money.
So the first question isn’t “which form?” It’s this: has this person ever been allotted a PAN, even if they don’t have the number with them? Settle that before you open any application or talk about payment. Then work out whether the government’s Instant e-PAN route fits, or whether a regular UTIITSL application makes more sense.
Which service does the customer actually need?
As of 17 October 2026, UTIITSL’s PAN portal lists new applications, changes or corrections, reprints and e-PAN downloads as separate services. A missing card doesn’t prove the customer needs a first PAN. They may only need a reprint or an electronic copy.
UTIITSL also offers an application for an e-PAN only, with no physical card, at ₹72. It says the e-PAN is sent to the applicant’s email id as per Income Tax Department records. That’s a UTIITSL application with an electronic result. It’s separate from the Department’s Instant e-PAN service, which is a different thing run on a different portal.
This table helps you pick your next question.
| What the customer asks for | What to establish first |
|---|---|
| A first PAN | Check Instant e-PAN eligibility before discussing a regular application |
| A first PAN, electronic only | Check Instant e-PAN eligibility, then UTIITSL’s e-PAN-only option |
| An existing PAN, copy only | Do not open an application; check UTIITSL’s Download e-PAN service |
| A lost card | Ask whether they need a reprint or an electronic copy of the existing PAN |
| A change in name or other details | Open UTIITSL’s Change/Correction option and read its current requirements |
| A physical card after receiving e-PAN | Check UTIITSL’s Reprint PAN Card option; do not open a new application |
| An application already submitted | Ask for the acknowledgement and review its status |
If the customer isn’t sure whether a PAN exists, don’t open any application until they can say whether one was ever allotted. And keep PAN-Aadhaar linking questions separate from this decision. They’re a different matter.
Who can consider Instant e-PAN?
The Income Tax Department’s Instant e-PAN guidance, as of 17 October 2026, describes a service for an individual who hasn’t been allotted a PAN. The individual needs three things: a valid Aadhaar, an active Aadhaar-linked mobile and access to DigiLocker (the government’s online document locker).
It excludes minors on the request date, people covered by the definition of representative assessee, and existing PAN holders. The Department’s separate FAQ adds that an applicant whose Aadhaar is already linked to a PAN cannot apply. If that PAN is wrong, the FAQ sends them to the Jurisdictional Assessing Officer to request delinking first.
Go through each requirement with the customer. Having an Aadhaar card in the wallet isn’t enough on its own.
What does the Instant service cost, and what does the customer get?
The same FAQ says the Instant e-PAN service has no charge, as of 17 October 2026. The result is an electronic PAN without a physical card. A printed card can be requested after allotment. Explain that before the customer chooses a route, so nobody walks out expecting a card in the post.
Also, the word “instant” isn’t a promise about timing. If someone asks when the result will arrive, look at their actual request status. Give no allotment or delivery promise based on the name of the service.
What about email?
The guidance separates the PAN application from later e-Filing registration. Linking or validating an email is optional during the Instant application. It becomes compulsory during e-Filing account registration if the applicant didn’t validate it while the PAN was generated or the PAN details were updated.
How do you check the DigiLocker date-of-birth proof?
This is where many Instant applications get stuck, so check it early. The dedicated Instant e-PAN guidance says applicants are redirected to DigiLocker to fetch date-of-birth details and supporting proof. One note: the Department’s FAQ page gives a shorter answer on documents, naming a valid Aadhaar with updated KYC details and a linked mobile. The checks below follow the dedicated guidance, which is the page that covers DigiLocker. If the screen in front of you differs, ask the e-Filing helpdesk before you tell the customer they can finish.
The accepted proof list is:
- Driving License
- Birth Certificate
- Class X marksheet
- Class X compartment marksheet
- Class X / Matriculation Passing Certificate
- Central Govt Health Scheme Card
The document must already be fetched from the issuing department and be available in DigiLocker. If a proof is missing, the guidance says to check whether the issuing authority is a DigiLocker partner and fetch it. It also lets a document that exists only on paper be uploaded to DigiLocker as a self-attested scan and e-signed, where that option is supported for the document type. That isn’t a promise that any scan will work. An applicant who can’t fetch or upload an accepted proof can’t complete Instant e-PAN, and should consider the regular process.
Is a missing DigiLocker account the end of the road?
No. The guidance says an applicant can create an account during the flow using the Aadhaar-linked mobile. If the mobile isn’t linked, it directs the applicant to an Aadhaar Enrolment/Update Centre first. Don’t tell anyone that a phone number in your own records counts as an update to Aadhaar. It doesn’t.
If DigiLocker is down, the guidance recommends retrying. It sends DigiLocker problems to DigiLocker support and e-Filing problems to the e-Filing helpdesk. It also warns that refreshing or navigating away in the middle of the process can invalidate consent and force a restart. Ask the applicant to keep any error message and note where it appeared. And never collect an applicant’s passwords or take control of their account.
When should you discuss a regular UTIITSL application?
When Instant doesn’t fit. For a first-time applicant who can’t use it, check the regular instructions for that applicant category. The Instant exclusions, the DigiLocker list and the upload permission belong to the Instant service only. They don’t carry over.
Confirm the right form on the current official list, not from a saved form or an undated tutorial. If a name or date of birth differs between records, ask the appropriate provider what is needed before you choose a spelling or date. Don’t pick one yourself to make the form go through.
The Department’s FAQ says that if e-PAN allotment fails, the applicant can apply through Protean or UTIITSL. It also says that after allotment a printed card can be requested through the reprint links, or through an offline application with PAN Service Agents.

What do e-KYC and e-Sign mean on the screen?
Customers ask, so it helps to have a plain answer. UIDAI’s glossary expands e-KYC as Electronic Know Your Customer and describes it as an electronic substitute for meeting KYC requirements. The Controller of Certifying Authorities describes eSign as an online electronic signature service where the user is authenticated through e-KYC and can digitally sign a document. So one is about proving who you are, and the other is about signing a document.
Three conversations at the counter
These are made-up examples to help you practise.
An adult asks for a first PAN and has an Aadhaar-linked mobile. Start with the official Instant eligibility and DigiLocker checks. Ask them to look at an accepted date-of-birth proof before deciding. If they meet the requirements, show them the government route and let them decide whether they want help. Walking into a shop doesn’t mean they need an agent-filed application.
A customer has received an e-PAN but wants a card to carry. UTIITSL’s portal says, as of 17 October 2026, that applicants who obtained Instant e-PAN can apply for printing of a PAN card, and names its Reprint PAN Card option. Don’t open a first-PAN application. If any detail needs changing, deal with the correction first.
A first-time applicant has no usable DigiLocker date-of-birth proof. Check the fetch and conditional-upload options before you rule out Instant e-PAN. If neither works, say that the unresolved requirement is the reason you’re moving to the regular route. Promise no outcome just because you hold an agent account.
What about payment?
Keep three things apart in your head: the Department’s no-charge Instant service, the regular application fee, and the cost of an agent account.
As of 17 October 2026, UTIITSL’s portal lists ₹107 for a PAN with both physical card and e-PAN (₹1,017 for dispatch outside India) and ₹72 for an e-PAN only. Confirm the figure for the selected service on that page before you discuss payment. Don’t present an agent-registration quotation as the customer’s application fee.
For your own account, see the UTI PSA registration fees page and ask for the terms in writing. The Instant service’s no-charge statement says nothing about agent registration, so don’t use it to suggest your own registration costs nothing.
How do you check an Instant request before refiling?
Never file a second Instant request just to see whether the first worked. The guidance says a successful submission shows an acknowledgement number and sends a confirmation message to the Aadhaar-linked mobile. To check status or download:
- On the e-Filing homepage, select Instant e-PAN under Quick Links, then Continue on the Check Status / Download e-PAN tile.
- Enter the applicant’s Aadhaar number and select Continue. Enter the OTP received on the Aadhaar-registered mobile, then select Validate Aadhaar OTP and Continue.
- When the status shows e-PAN generated and allotted, select View e-PAN or Download e-PAN.
Let the applicant type their own Aadhaar number and OTP. If a customer brings only an acknowledgement, use the status check to see how far the request has got, and explain the result before you suggest anything else.
For a problem with your SiOnline agent account, contact support and never send a password or OTP. Send e-Filing questions to the official helpdesk.
To talk about adding regular PAN work to your counter, enquire about SiOnline UTI PSA registration and ask which applicant cases the account supports. Keep that decision separate from helping a particular customer choose their PAN service.
