Cyber cafe setup cost: a counter checklist
A cost checklist for a cyber cafe or shop adding agent services: five kinds of cost, SiOnline's published charges, and the quotes to collect in writing.
You’ve probably seen a number somewhere. “Start your counter for just this much.” The trouble is that a number on a website describes somebody else’s shop, with somebody else’s rent, computer and internet bill. It won’t match yours.
So this page doesn’t give you a total. It gives you the list of costs a cyber cafe or multi-service shop runs into when it adds agent services, tells you which ones have a published figure, and tells you what to ask for on the rest. There are no hardware prices and no brands here. Whether to open a counter at all, and what permissions or premises checks apply, is a separate question.
What are the five kinds of cost?
Before you write down a single number, sort every cost into one of five kinds. It saves you from the most common mistake: adding a held balance to a fee, or counting a one-time charge as if it comes back every month.
| Kind | What it is | Examples | Published figure |
|---|---|---|---|
| One-off equipment | Things you buy once and replace later | Computer, printer, scanner, power backup, router | None here |
| One-off registration | A charge to switch a service on | IRCTC agent ID, PAN agent ID | IRCTC, PAN |
| Recurring charge | Something you pay again, monthly or yearly | IRCTC maintenance and renewals | IRCTC |
| Held balance | Money held on your account that isn’t a fee | Minimum wallet balance | SiOnline wallet |
| Float | Money you keep in the wallet to serve customers | Your wallet top-ups | Your decision |
A held balance and a float are working cash, not costs in the same sense as the first three. SiOnline’s current pricing page says the minimum balance is your money, not a fee. Put both on a separate line for cash you need on hand, and keep them out of your cost total.
What equipment should you price?
On SiOnline’s current become-a-retailer page, a computer or smartphone, reliable internet and a printer cover most services. The same page says biometric devices are needed only for Aadhaar-based services, and a dongle only if you use a digital signature for ticketing. Treat that as your starting list, and get a written quote for each line:
- Computer or computers. Ask what the quote covers: software licences, installation, how long the warranty runs and who comes if it breaks.
- Printer. Ask what a refill of ink or toner costs, too. A printer that’s cheap to buy and costly to feed is a running cost, not a one-time one.
- Scanner. SiOnline’s current PAN agent page lists a computer, printer and scanner, because applications involve documents. If you plan to file PAN applications, a scanner belongs on your list.
- Power backup. Ask what happens to a half-finished transaction when the power drops.
- Internet. Ask for the installation charge, the monthly charge, and what the provider does when the line goes down.
- A smartphone, if the services you pick run on one. SiOnline’s current mobile and DTH recharge page says a smartphone and a wallet balance are enough to start recharge.
- A biometric device or a DSC dongle, only if you later add an Aadhaar-based service or choose DSC login. Don’t buy either for a service you haven’t been onboarded for.
For each line, note the quote date and the supplier. Prices move, and a quote from three months ago may not hold.
What do the registration charges cost?
This table shows SiOnline’s registration charges as of 17 October 2026, taken from its IRCTC fees and pricing pages. Where a cell says “not published here”, ask for the figure in writing.
| Service | Registration charge | Notes |
|---|---|---|
| IRCTC agent ID, Standard | ₹3,000 incl. GST | One-off, non-refundable; for OTP login |
| IRCTC agent ID, Premium | ₹4,000 incl. GST | Apart from IRCTC, adds IRCTC tourism services, FASTag, bill payments, PAN card “and more”; SiOnline explains the rest on a call |
| IRCTC login with a Class 3 DSC | ₹6,000 incl. GST for 2 years | Optional on SiOnline’s fees page |
| PAN (UTI PSA) agent ID | ₹1,180 | Wallet-based: each PAN application is deducted from your wallet |
| FASTag agent | Not published here | Ask in writing |
| Bill payments and recharge | Quoted on enquiry | Ask in writing |
FASTag agent fees and commission are not published here. SiOnline shares the figures for your case on enquiry, so ask for them in writing before you pay anything. The documents a FASTag agent needs depend on the issuing bank’s programme, and this article doesn’t list them. SiOnline confirms the list on enquiry.
Thinking about Premium? Ask SiOnline in writing exactly which services it covers and which ones need a separate registration. Until you have that answer, don’t add the Premium price to the price of any single service.
The DSC line needs a little care. A retail agent can log in with OTP, or with a Class 3 DSC if they hold one (IRCTC integration policy, w.e.f. 2 September 2020). A DSC is optional. Ask SiOnline which login suits you before you buy one.
Which charges come back again?
As of 17 October 2026, SiOnline’s fees pages list these recurring charges for IRCTC agent IDs:
| Charge | Amount | How it works |
|---|---|---|
| Agent ID renewal | ₹2,360 per year | Separate from maintenance |
| OTP login renewal | ₹1,180 per year | OTP login is valid for 1 year |
| Monthly maintenance | ₹236 per month | Separate; it does not replace either renewal |
| Wallet top-up | Free up to your defined daily limit, then ₹100 per transaction | Applies to adding money to the wallet |
The IRCTC fees page and the renewal page carry the full list. Check any figure there before it goes into your own sheet, because fees change.
Here’s a small example of the arithmetic, using the figures above (source: SiOnline’s IRCTC fees page, as of 17 October 2026). It’s a sum, not a forecast and not an income estimate.
| Line | Working | Amount |
|---|---|---|
| Standard registration, one-off | Published charge | ₹3,000 |
| Twelve months of monthly maintenance | 12 × ₹236 | ₹2,832 |
| Total of these two lines | ₹3,000 + ₹2,832 | ₹5,832 |
Look at what the total leaves out: renewals, wallet top-up charges, payment-gateway charges, equipment, internet, rent, power and your own time. Whether a renewal lands inside your first twelve months depends on the dates on your ID, so ask. Payment-gateway charges: being confirmed with IRCTC. And the example adds nothing for PAN or any other service, because those charges cover something different.
Which costs catch people later?
A few charges don’t feel like costs until they show up. Check each one before you commit money.
- The registration charge can’t be taken back. SiOnline’s IRCTC registration charge is non-refundable, so be sure before you pay.
- Renewals lapse quietly. They’re separate yearly charges. Put the dates in your phone calendar the day you register.
- Maintenance runs every month. The ₹236 a month is on top of the yearly renewals.
- Top-ups above your limit cost ₹100 each. That’s per transaction, as of 17 October 2026. Fund the wallet ahead of busy days instead of in the middle of them.
- Paper, ink and receipt stationery. Small each time, and they add up over a year.
- A failed computer. Ask who fixes it, what a visit costs and how long the warranty runs.
- Your own time. A service that takes long per customer costs you even when no money changes hands.
What about the held balance and float?
As of 17 October 2026, SiOnline’s current pricing page says a minimum balance of ₹199 is held on your account as a deposit, and that it’s your money, not a fee. It isn’t specific to IRCTC, FASTag or UTI.
Float is the balance you keep in the wallet so you can serve a customer without stopping to top up. You work it out from your own counter, using only your own numbers:
- How many customers do you expect for this service on a normal day? Use your own tally, not a figure from elsewhere.
- How much does one customer typically need funded through the wallet?
- Multiply those two to get your daily need.
- How many days are you willing to go between top-ups?
- Multiply the daily need by those days. That’s your float for this service.
Leave every input blank until you have your own numbers. If you run several services, the float is the sum across them, or a bit less if you top up often. It’s your call, and it’s one more reason to start with two services rather than six.
A blank worksheet
Copy this table and fill it in from written quotes. Leave a cell empty until you have a figure and where it came from.
| Cost line | Kind | Amount, and whether one-off, monthly or yearly | Quote date and source |
|---|---|---|---|
| Computer | Equipment | ||
| Printer and consumables | Equipment and recurring | ||
| Scanner | Equipment | ||
| Power backup | Equipment | ||
| Internet | Recurring | ||
| IRCTC registration | Registration | ||
| IRCTC maintenance and renewal | Recurring | ||
| PAN registration | Registration | ||
| Other service registration | Registration | ||
| Float and held balance | Cash on hand |
Add up the one-off and recurring amounts separately. Show the float and held balance on a line below. If you can’t fill a line, that’s a question for the supplier or provider. It isn’t a number to guess.
Questions shop owners ask
How much does it cost to open a cyber cafe?
There’s no single figure, because it depends on your equipment, internet and premises. This article gives you the cost lines and SiOnline’s published charges for IRCTC and PAN. Price the rest from your own written quotes.
Is the ₹199 minimum balance a fee?
No. SiOnline’s current pricing page calls it your money, not a fee. Ask whether the same minimum applies to each service you add.
Does Premium cover all the services?
That’s not stated here. As of 17 October 2026, SiOnline describes the ₹4,000 incl. GST Premium plan as adding IRCTC tourism services, FASTag, bill payments and PAN card “and more”, and explains the rest on a call. Ask exactly what’s covered and what’s registered separately.
Which printer should I buy for receipts?
Ask for the running cost of consumables as well as the purchase price, and ask what the warranty covers. Choose from your own quotes.
Do I need a biometric device?
SiOnline’s current retailer page says biometric devices are needed only for Aadhaar-based services. Don’t buy one unless you’ve been onboarded for such a service.
Next step
Once you’ve picked two services and filled in the worksheet, describe your counter on SiOnline’s retailer enquiry form. The pricing page shows published costs across services. And if a figure is quoted “on enquiry”, get it in writing before you pay.
