FASTag agent portal: who runs it, who authorises

Is there one FASTag agent portal? See who authorises FASTag agents, what six bank pages say about agents, and what to ask in writing before you pay.

You want to sell FASTags at your shop. Somebody tells you, “First register on the FASTag agent portal.” Which portal? Is there one for all banks? Who actually runs it? These are the right questions to ask before you hand over any money, and this post answers them from the official sources.

A few short terms first. IHMCL is the Indian Highways Management Company Limited. NPCI is the National Payments Corporation of India. NETC means National Electronic Toll Collection. And an issuer is the bank that gives out the FASTag.

Who runs a FASTag agent portal?

The NETC Procedural Guidelines v2.1 (NPCI’s framework, on IHMCL’s website, read 17 October 2026) do not mention an agent portal at all. Issuers set their own access routes. For SiOnline agents, the current route is on Android, with no computer login.

What the guidelines do talk about is the issuer’s duties before a shop is allowed to sell its tags:

  • Tags are sold only through authorised point-of-sale (PoS) agents, and the issuer does the authorising. It can tie up with more than one agent.
  • The issuer carries out detailed Know Your Customer (KYC) checks on its PoS agents, new and existing, and keeps each one’s KYC details.
  • The issuer signs the agreements needed to set up a PoS with entities such as fuel stations and fee plazas.
  • Customer documents are uploaded through the issuer’s app, and the guidelines describe an agent module for capturing pictures and documents.

The guidelines also name two main jobs at a PoS location: registering the user (issuing the tag, fixing it on the windshield and registering it in the NETC Mapper) and top-up.

IHMCL’s circular 746 of 30 December 2025 changes other parts of version 2.1, such as activation validation and, for car-class tags, KYV from 1 February 2026. It does not change the authorisation duties above. And IHMCL’s FASTag user FAQ sends customers to PoS locations at toll plazas, to PoS outlets of the member banks and to “their distribution agents”. Each issuer appoints its own.

So here’s the plain answer. There isn’t one portal. Each bank has its own agents, and each bank decides who they are.

What is the difference between agent ID, agent number and retailer ID?

You’ll hear all three. The NETC guidelines say “PoS agent” and use neither of the other two labels. No IHMCL or bank page read for this article defines “agent number” or “retailer ID” as an official term.

On SiOnline’s current FASTag agent login page, the bank issues the agent ID at onboarding. The agent signs in with a password set at first login and a registered mobile number that receives the OTP. That is how one provider’s login works. It’s not a rule for every bank.

So if a provider quotes you an “ID”, “number” or “code”, ask in writing which bank issued it, which bank portal or app it works on, and what it’s used for. Be careful with any identifier that no bank issued.

What do bank pages say about agents?

The table shows what each bank’s public FASTag page said about agents when read on 17 October 2026. It is not a list of agent programmes. A bank appearing here doesn’t mean any provider can onboard you under its programme. It only shows what the bank prints for customers.

BankWhat its public page says about agentsWhat it does not say
State Bank of IndiaCustomers can approach any PoS location; the page mentions a PoS and agent locatorHow to become an agent
ICICI BankA FASTag can be bought offline at authorised toll plaza PoS locationsHow a PoS is authorised
HDFC BankAn older FAQ page tells customers to visit a PoS location or an “HDFC Bank authorised Agent Sales offices”How an agent sales office is set up
IDFC FIRST BankCustomers can buy at a branch or a designated point of sale; the FAQ section ends with the words “Become FT agent” but carries no programme textAny step, document or fee
IndusInd BankThe FAQ sends customers to the “Channel Partner from whom the Tag was purchased” for replacement and closureHow a channel partner is appointed
Equitas Small Finance BankIts KYC page lists FASTag channel partner agents with addresses, and partners whose agreements were terminated (dates 2018 to 2026)How to become a channel partner

The public FASTag page of Kotak Mahindra Bank has no agent-programme text, so it isn’t in the table.

One more thing worth noticing. Equitas publishes both a list of channel partners and a list of terminated agreements. That gives you something to check a provider against, though any list can be out of date. Look for a similar list on the site of the bank you’re considering.

What is not public?

Each bank’s programme sets the documents, fees, steps and timing for agent onboarding, and no official page read for this article publishes them. So this is where the article stops, rather than guess.

Documents. The documents a FASTag agent needs depend on the issuing bank’s programme, and this article does not list them. SiOnline confirms the list on enquiry. Ask for it in writing.

Fees, deposit, minimum order and commission. FASTag agent fees and commission are not published here. SiOnline shares the figures for your case on enquiry. Ask for them in writing before you pay anything.

Steps and timing. The steps and timing for onboarding as a FASTag agent are set by the issuing bank’s programme and are confirmed to you on enquiry. This article does not give a step order or a duration.

Who pays whom. What the agent pays, what is paid to the agent and when are set in the programme terms. Get those terms in writing before you pay.

SiOnline’s agent setup. SiOnline says its FASTag agent login runs on an Android smartphone; it does not offer a computer login. Earned commission is credited to the agent’s SiOnline wallet balance, rather than paid directly to a bank account. Ask for the current wallet and payout terms when you enquire. These are SiOnline’s operating terms, not rules for every issuing bank.

Be wary of anyone who gives you a flat list of documents, a fee or a number of days without naming the bank. The figure may belong to a different programme. On SiOnline’s current FASTag agent commission page, commission depends on the issuing bank, the vehicle class and the arrangement you’re onboarded under.

What should you check before you type a password?

For a SiOnline appointment, use the Android login route confirmed for your programme. The FASTag agent login page explains why there is no universal link. Other issuing banks may have their own channels, so follow the instructions for your actual appointment.

Get the Android app or login route from the provider’s verified onboarding message, never from a search result or an unsolicited download link. Never share a password or an OTP with anyone. SiOnline does not need your password to help; send only your agent ID. The FASTag agent login page covers the access checks in full.

What should you ask in writing before you pay?

Put these questions to whoever you plan to onboard through. And ask SiOnline the same ones before you use the registration page.

  1. Which issuing bank’s programme will I join, and under which name will the bank record me?
  2. Has the bank itself appointed the provider as its channel? Check with the bank’s customer care, using the number printed on the bank’s own site. Ask whether the bank lists its channel partners, as Equitas does.
  3. Will the agent ID be issued in my name or the provider’s?
  4. What do I pay, what do I receive, and when?
  5. What happens to my agent ID and any balance if I stop?
  6. Which vehicle classes can I issue, and which can I only recharge?

If an answer is “it depends”, ask what it depends on. If the bank says it did not appoint the provider, don’t pay.

How do you read what you hear?

A few rules of thumb help here.

First, a bank logo on a poster isn’t an appointment. Only the bank can tell you who it has appointed. Second, a promise that sounds the same for every bank is suspicious, because the programmes are set bank by bank. Third, if someone is in a hurry to get your money, that’s a reason to slow down and ask for the written terms.

And remember that SiOnline is not a bank. It doesn’t issue FASTags. On SiOnline’s current FASTag agent page, onboarding runs through an issuing bank’s channel programme, and SiOnline confirms which programme applies to you before you commit. Whatever any provider tells you, the tag itself comes from the bank.

Questions agents ask

Is there one FASTag agent portal for all banks?

No single portal is described. The NETC guidelines describe none, and each issuer authorises its own PoS agents. Ask the bank, or the channel it appointed, which portal applies to you before you type a password anywhere.

Can I sell FASTag without a bank behind me?

Not by a route the NETC guidelines recognise. They require issuers to make sure their tags are sold only through authorised PoS agents. Online sale is allowed through the issuer’s own app, portal or website, and other online channels need prior approval from IHMCL.

Can I be an agent for more than one bank?

The guidelines say an issuer can tie up with multiple agents. They don’t say whether one agent can hold several banks’ programmes. That’s a programme term, so ask each bank.

What if the bank’s page doesn’t mention agents at all?

That’s common, as the table above shows. A public page that says nothing about agents doesn’t mean the bank has none, and it doesn’t mean a provider’s claim is true. Call the bank’s customer care on the number printed on its own site, ask your questions, and note the date and what you were told. Keep that note with the programme terms you get in writing.

Who issues the FASTag, the bank or SiOnline?

The bank issues it. SiOnline is not a bank and does not issue FASTag.

Next step

To have SiOnline confirm which programme applies to your counter, use the FASTag agent registration page. Decide only after you have the programme terms in writing.
