What is a BBPS agent? How a counter fits in
What a BBPS agent means, how RBI's closest match (an agent institution) works, who handles each part of a bill payment, and what to ask in writing first.
Someone tells you, “Become a BBPS agent and take bill payments at your shop.” It sounds simple. But what does “BBPS agent” actually mean? Is it a licence? A login? A tag on a signboard? The truth is that the phrase is a trade label. It isn’t a term you’ll find in the rulebook, so it’s worth knowing what lies behind it before you sign anything.
Whether a given shop is certified by NBBL as an agent institution, and which operating unit it works under, depends on its paperwork. SiOnline’s current BBPS agent registration page describes counters as onboarded “collection points” under an authorised operating unit. That is SiOnline’s wording, not RBI’s. Registration steps are on the BBPS agent registration page. If you’re checking an offer from someone else, our guide on how to check a BBPS provider goes through it step by step.
What is BBPS in plain words?
The RBI Bharat Bill Payment System Directions, 2024 (issued 29 February 2024, applicable from 1 April 2024) define BBPS as an integrated bill payment platform. A customer can pay, or a biller can collect, through mobile apps, mobile banking, physical agents and bank branches. The modes listed include UPI, internet banking, cards, cash and prepaid payment instruments.
Two things to know about a “bill”. It covers any notice for payment raised by a biller, recurring or one-off, and that includes a recharge notice for prepaid services. And the bill must be fetched before payment starts. You don’t just type an amount.
RBI names NBBL, a wholly owned subsidiary of the National Payments Corporation of India (NPCI), as the entity that operates BBPS, in the role of Bharat Bill Pay Central Unit. Banks and non-bank payment aggregators take part as operating units (section 5). An operating unit may serve customers, onboard billers, or do both (section 4). A system that pays bills outside BBPS counts as a payment system under the Payment and Settlement Systems Act, 2007, and needs its own authorisation (section 3).
What do people mean by “BBPS agent”?
You’ll hear the phrase used for several different things.
| Term you hear | What it points to |
|---|---|
| Agent institution | An entity certified by NBBL that provides a physical or digital customer interface (RBI Directions, section 4) |
| Physical agents | One of the channels RBI lists, next to apps and bank branches (section 4) |
| Collection point | SiOnline’s word for a counter onboarded under an authorised operating unit (SiOnline’s BBPS page) |
| Agent ID, agent login | Not an RBI term. Ask the provider what it opens |
RBI’s Directions use neither “agent ID” nor “retailer”, and they name no individual licence for a counter. So when someone says “I am a BBPS agent”, ask which of these they mean, and which organisation appears on the paperwork. Only the documents for that shop can show whether NBBL has certified it as an agent institution and which operating unit it works under.
What do the rules fix about one bill payment?
RBI’s Directions don’t describe a till screen. But they fix a few points that hold on any BBPS provider’s panel. Here’s a payment from start to finish.
- The bill is fetched first, before payment starts.
- The customer pays in a permitted mode. Cash is one of the modes RBI lists, and the Directions set no cash limit. Ask whether your provider applies one, in writing.
- The transaction gets a BBPS reference number. Section 6 makes the central unit responsible for a reference number on every transaction from payment initiation. Ask where it appears for each payment.
- The reference number is the key to a dispute. Section 8 requires NBBL to run a centralised complaint system and operating units to connect to it. The reference generated at initiation is the one used to raise and resolve a dispute.
- Failed transactions follow RBI’s turnaround rules. Section 8 sends operating units to RBI’s circular of 20 September 2019, “as updated from time to time”. It calls its timelines the outer limit and says any compensation is credited without waiting for a claim. Its table has no separate bill-payment row, so ask your provider which timeline it applies to a failed bill payment.
Say a customer comes in with an electricity bill. You fetch the bill. The customer pays. A reference number appears. If the payment later fails or the biller doesn’t show it, that reference number is what you quote when you raise the complaint. That’s why you should know, before you start, where the number shows up on your panel.
What does a counter not control?
RBI’s list of roles puts three things with other parties.
- The bill itself. A bill is a notice raised by a biller. Billers join BBPS through a Biller Operating Unit, which carries due-diligence duties for them, meaning checks on the biller. A dispute about the amount owed is usually a question for the biller, not for you.
- The rules of the system. The central unit sets the operational, technical and business standards. Rule-setting sits there, not at the counter.
- The support route for a failed payment. A Customer Operating Unit serves customers, must provide a system for raising disputes, and answers for its agent institutions under the agreement between them. A complaint from your counter should have a named organisation behind it, so ask which one.
RBI also requires the Customer Operating Unit to give its customers, including customers of its agent institutions, access to all billers onboarded on BBPS. If your panel shows fewer, ask why.
Who pays what?
The Directions set no fee schedule. Charges and commissions appear only in the escrow rules, where an operating unit’s escrow account (a separate bank account kept for BBPS money) may be credited or debited for “recovery of charges / commissions pertaining to bill payment transactions”. No amount is set.
So the Directions don’t tell you what the customer pays at the counter, what the counter is credited per bill, or who bears the charge. Ask for each of the three in writing. If someone gives you a number out loud, ask which document it comes from.
Are BBPS, Bharat BillPay and Bharat Connect the same?
Three names go around, and people use them as if they were one.
- BBPS is the system. RBI’s Directions call NPCI Bharat BillPay Limited the authorised entity that operates it.
- Bharat BillPay is part of that company’s name.
- Bharat Connect is the name NPCI uses for NBBL’s BBPS platform. An NPCI press release of 8 October 2025 says NBBL serves individual users “through its Bharat Connect (BBPS) platform”.
Neither RBI’s Directions nor that release says what the name Bharat Connect changes for onboarding or agent IDs. So ask the provider to name, in writing, the organisation it means and the role it plays. Don’t accept an “official Bharat Connect agent” claim without a document that names the entity.
What should make you slow down?
None of these proves anyone is dishonest. But each one is a good reason to ask more questions before you pay.
- Someone calls “BBPS agent” a licence or a certificate, when the Directions name no individual licence for a counter.
- The offer talks about an “agent ID” but can’t say what that ID opens, or which organisation stands behind it.
- You’re told an amount, a credit per bill or a charge out loud, with no document to point to.
- The provider can’t name the operating unit your counter would work under.
- Nobody can tell you where the reference number shows up, or who takes a complaint when a payment fails.
- You’re asked to pay first and get the paperwork later.
If you notice one or more, go back to the list of questions below and ask them in writing.
How could you explain it to a customer?
Customers don’t care about operating units. They want to know if their bill got paid. A plain way to put it: “I’ll fetch your bill first, you pay, and you’ll get a reference number for this payment. If anything goes wrong, that number is how we trace it.”
Only say that if your own panel really works that way. Check where the number appears and who handles a complaint before you promise anything. And don’t tell a customer how fast a failed payment will be fixed. RBI’s timelines are an outer limit, and its table has no separate row for bill payments, so ask your provider which one it applies.
What should you put in writing before you say yes?
- Which organisation will be named as the operating unit for my account, and what is its role in RBI’s terms?
- Is my shop certified by NBBL as an agent institution, and under which operating unit? What document says so?
- Does the service run on BBPS? If not, which authorisation covers it?
- Where do I find the BBPS reference number for each payment, and who handles a failed or disputed payment?
- What charges, credits and deductions apply to my account, and which document sets them?
- If a rule or name changes, how will I be told?
Keep the replies with your account records. If you ever have to raise a complaint, you’ll be glad to have them.
Questions agents ask
What is the full form of BBPS?
Bharat Bill Payment System. “BBPS agent” has no official full form.
Which bills can be paid?
On SiOnline’s current BBPS page, the biller list is described as changing as billers join. Check the live panel for the biller you need, rather than assuming it’s there.
Does a counter need its own licence?
RBI’s Directions name no individual licence for a counter. What matters is the paperwork that links your shop to an agent institution and an operating unit, so ask the provider to show you which documents those are.
Is BBPS the same as mobile recharge?
Not exactly. RBI’s definition of a “bill” includes a recharge notice for prepaid services, so a recharge can be part of BBPS. SiOnline also has a separate page for mobile and DTH recharge.
Can I accept cash for a bill?
Cash is one of the modes RBI lists, and the Directions set no cash limit. Your provider may apply its own rules, so ask for them in writing.
Where to go next
SiOnline’s BBPS agent registration page (as of 17 October 2026) gives the monthly visit a bill brings as the reason to add bill payments, rather than the commission on each bill. That is SiOnline’s own account and promises nothing about earnings. Bring the questions above to the call.
To see how SiOnline onboards counters and what it confirms on a call, start with SiOnline’s BBPS page. The mobile and DTH recharge page covers recharge, and the retailer overview covers running several services at one counter.
