New FASTag documents: cars and commercial

Prepare FASTag customer documents by issuer, owner type and vehicle class, with clear RC, business-authority and current car-KYV checks for the counter.

By the SiOnline Team · Published 18 October 2026 · Updated 24 October 2026 · 10 min read

When someone says “I need a FASTag”, your next question shouldn’t be “Where are your papers?” It should be “Which bank, which vehicle, and who is applying?” The papers follow from those three answers.

That’s because two different checks get mixed up at the counter. One is about the person: customer identity, usually called KYC. The other is about the vehicle: vehicle validation, called KYV. They’re separate. So don’t ask everyone for the same pile of papers. And don’t treat a truck driver’s identity as the fleet owner’s complete application.

What should you ask first?

Start with the bank. Which bank will issue the tag? Each bank publishes its own document list, so you can’t choose a list until you know the bank.

Next, the vehicle. Does it have its registration number yet? Then the applicant. Is it an individual owner, a business-owned vehicle, or a driver who has come on someone else’s behalf? Last, the request itself: a new tag, a replacement, or an update to an existing record? If an active tag already exists on the vehicle, ask the issuer how to proceed before you start another application.

What does the vehicle record need?

NPCI’s NETC Procedural Guidelines v2.1, section 4.1.1 B(i) and B(ii), checked on 18 October 2026, ask for the vehicle registration certificate (RC) and for records that are legible, clear and verifiable. They allow digital RC copies through Parivahan or DigiLocker. They don’t allow uploads with masked data.

Read the registration number and chassis number from the record itself before you type them in. Don’t work from memory or from an old message.

If a copy is cropped or blurred, or hides some of the details, ask the customer for the permitted record through the issuer’s process. A fresh, clear capture of a genuine document is fine. Editing an image, or guessing a missing character, is not.

Has the car KYV rule changed?

Yes, for new Car/Jeep/Van tags. IHMCL Circular 746, dated 30 December 2025, visually checked on 18 October 2026, removes routine KYV for new Car/Jeep/Van tags from 1 February 2026 (section 5B). Older tags in that class get KYV only when a complaint triggers it. Other vehicle classes keep KYV.

The same circular’s section 5A says validation has to happen before activation. Where a vehicle’s details aren’t available in VAHAN (the government’s vehicle database), the issuer must validate the vehicle from the RC before it activates the tag. The circular ends the earlier T+3 window, which allowed validation after activation.

Here’s the catch. None of this removes the customer’s own KYC. Say a new-car customer gets a KYV-style request that doesn’t seem to fit the exemption. Don’t tell them to ignore it, and don’t argue with the bank’s message. Ask the issuer what the request actually is: customer KYC, validation before activation, or a complaint about an existing tag. And never tell a customer that a physical RC alone will get the tag activated.

Which customer documents do banks list?

Each bank publishes its own list. None of these is a universal agent-appointment list, and they don’t combine into one master checklist. Use the selected bank’s current instructions.

Individual customer. ICICI Bank’s FASTag FAQ, checked on 18 October 2026, lists an RC copy, a passport-sized photograph and a valid KYC document. Its examples of KYC are PAN, Aadhaar, passport, voter ID and driving licence. IDFC FIRST Bank’s FASTag product page, reopened on 18 October 2026, lists the vehicle’s RC and PAN for personal vehicles.

Notice that the two banks’ pages don’t list the same things. That’s the whole reason to ask which bank first.

Company or partnership. ICICI Bank’s FAQ, checked on 18 October 2026, lists the firm’s PAN, its registration certificate, the partnership deed or certificate of incorporation, and identity proof of the authorised signatory. Public and private limited companies also need a Board Resolution or a Power of Attorney that authorises operating the account. A partnership won’t have a certificate of incorporation, and a company won’t have a partnership deed. So ask which record fits this structure. Don’t demand every document in the world.

Proprietorship. IHMCL’s FASTag user FAQ, checked on 18 October 2026, lists the proprietor’s PAN, the proprietor’s address proof, and proof of the shop or other firm. Confirm the actual list with the bank before you collect anything.

Someone other than the owner. ICICI Bank’s FAQ, reopened on 18 October 2026, says the applicant’s KYC must be provided and that the bank may ask for more authorisation evidence, for example when a vehicle is leased. A driver who comes without the owner must provide photo identity proof. Before you accept a driver-only submission, ask the issuer what that arrangement needs. A verbal “the owner said it’s fine” is not authorisation.

For a fleet, give each vehicle its own RC and its own application reference. Keep the papers that prove the business separate from the papers that belong to one vehicle. And don’t assume “commercial vehicle” means “company”. A truck can belong to a company, a partnership, a proprietor or a single person.

What about photos?

NETC guidelines v2.1, section 4.1.1 B(i) describe a front image showing the tag and the registration number, a side image showing the axles, and a clear image of the tag. Read that together with Circular 746, section 5B: where the photo process applies, the image must answer the question the bank is asking. A general photo of the vehicle won’t do.

A made-up example, step by step

Say a driver walks in with a truck’s RC and his own ID, and asks for a FASTag. This is only an example to show the order of questions.

  1. Ask which bank. The answer decides which list you follow.
  2. Ask who owns the truck. If it’s a company, the company’s papers and the signatory’s authority come into it. If it’s a proprietor, the proprietor’s papers do.
  3. Ask whether the owner knows he’s here. If the owner isn’t coming, ask the bank what a driver-only submission needs. Don’t promise anything yet.
  4. Check the RC. Is it readable? Does the registration number match the truck outside? Is it a digital copy from Parivahan or DigiLocker, with nothing masked?
  5. Tell the driver exactly what’s still missing, by name. “Bring the company’s Board Resolution” is useful. “Bring all KYC” is not.

Notice what you didn’t do. You didn’t collect a random pile of papers, you didn’t take a verbal assurance as authority, and you didn’t promise activation.

A readiness sheet you can keep at the counter

Mark each item as available, unclear or waiting for the bank’s answer. This is a preparation aid. It doesn’t prove the bank has accepted anything.

QuestionWhat to check before submission
Which vehicle is involved?Correct, readable RC or authorised new-vehicle handling
Who is applying?Individual, proprietor or relevant entity identified
Who is attending?Owner, authorised person or driver role clarified
Which issuer list applies?Current instructions for that issuer and applicant type
Is a digital RC being used?Permitted source and required data visible
Does KYV apply here?Vehicle class and new-issuance or complaint context established
What remains outstanding?A precise document question or issuer response recorded

Before you upload anything, read the numbers back against the record, not against what you typed earlier. If something still doesn’t match, hold that step. A neat set of files shouldn’t talk you into ignoring a real difference.

What do you tell a customer whose document is missing?

Name the bank and the exact thing that’s unresolved. It might be a readable vehicle record, the applicant’s own evidence, a signatory’s authority, or an answer you’re waiting for from the issuer. Write it down so the customer can show it to someone at home.

Keep the application reference. That way the customer doesn’t have to start a fresh request when they come back, and you don’t mix up two different vehicles. When the missing paper arrives, check it against the note you gave. Then leave the final decision on acceptance and activation with the bank, because that’s where it belongs.

Mistakes that send customers home for a second visit

Most repeat visits come from a short list of slips.

  • Using one bank’s list for another bank. Pages differ, so check the right one.
  • Taking a blurry or cropped RC and hoping. If you can’t read the registration number clearly, the bank may not be able to either.
  • Assuming the car exemption covers everything. It covers routine KYV for new Car/Jeep/Van tags. Other classes keep KYV, and the customer’s KYC stays.
  • Treating the driver as the applicant. He may be, or he may be carrying papers for a company. Ask.
  • Asking for documents the structure can’t have. A proprietor has no partnership deed, so ask for the record that fits.
  • Sending the customer away with a vague list. Name the missing item. It saves them a trip.
  • Starting a second application when the first one is stuck. Ask the bank first, and don’t create another until it says how to proceed.

It also helps to keep a short note of what you asked the bank and when. If the answer comes back as a message you don’t understand, ask the bank to say it in plain words. Then pass that on to the customer in the same plain words.

Where do FASTag agent documents fit?

Not here. The documents a FASTag agent needs depend on the issuing bank’s programme, and this article does not list them. SiOnline confirms the list on enquiry. Ask for it in writing.

If you want to become an agent yourself, start with the FASTag agent service overview. Don’t send a customer’s RC as proof of your own shop’s appointment, and don’t tell a driver that finishing his KYC makes him a sales agent. They’re different things.

For operator access, see the FASTag agent login guidance. For a SiOnline-side question, use support and name the service. And don’t attach a customer’s whole document set to a general access ticket. Describe the problem first.

Questions about new FASTag documents

Does the car KYV change remove customer KYC?

No. Ask the issuer which identity evidence its application needs and which vehicle-validation step is still left. The exemption covers one kind of KYV for new Car/Jeep/Van tags. It doesn’t cover the customer’s identity.

Is a company vehicle checklist the same as a truck checklist?

No. The vehicle class and the type of applicant are two separate questions. Find out both, then ask for the evidence each one needs.

What if one document is unreadable or doesn’t match?

Ask for a proper record through the issuer’s process, or ask the bank about the mismatch. Never alter a record. Never apply under a different number just to get past the check.

Can I tell a customer how long activation will take?

No. This article gives no activation time, and none of the sources used here does either. Give the customer the application reference and tell them which stage is complete.
